Any photoshopper is capable of "merging" the two photos side by side.

An idea.
You have had many contests; The three winners of each contest have always been good work. Invite past winners (not sure how many) to judge, and not participate in each contest. Each judge could rank 10 favorites giving 10 points to the "best", nine to the next..... and so forth. Highest score wins. This would be the "judges' vote".
Simultaneously you could have the usual free-for-all "people's choice vote". (4th prize to this category, and 1st,2nd, and 3rd to the "Judges'" choices.
I know I will be sorry I got involved in this!
