I read your comments on Napomo's picture. I agree with some aspects of your comments and disagree with others.
I try to vote on every picture as well. But, I vote based on the quality of the picture, whether it's on page 1 or the last page. It doesn't seem fair to give a picture on the first few pages a low vote soley because they were able to have a picture ready at the start of submissions. What are they supposed to do? Wait until the end so they don't upset the other 300+ members?
There is more to it than where a picture is placed too. There are people who get high scores every contest just because they are a popular member. If you're going to randomize the pages, then the name of the person who submitted the picture should be withheld until the end of the contest so there isn't an unfair "friend" advantage.
A member also shouldn't be able to see their own score until they've voted on every picture either. I can't tell you how many times I've seen people give someone a low score because they didn't like the score or comment left on their picture. Basically, it ends up being "revenge" voting.
This would be my suggestion. (And I have emailed Fotki several times, with nothing more than a we're working on it response.
1. Mix the pictures up on no less than a daily basis.
2. No member name, title, or descriptions. Even though I love the title and description aspect...people would start putting who they are in the descriptions.
3. No scores should be visible until the end of the contest.
This is the only way I can see that people will vote based soley on the merits of the picture rather than it being a popularity contest.
