I personally own three trailers. Most of the infractions that you note in your pictures like non working lights is something that you see everyday on cars. Like the other comment below you are driving unsafe by taking pictures of minor things. Its your fault to begin with when you weren't paying attention and rear ended a trailer. I think you need to worry about bigger things. 

I can't help but wonder how safe it is to take pictures while driving.... Come on,
